Bcoz players at Arsenal are on high wages. Arsenal generate around 400m every year,with 100m coming from Emirates Stadium,u must be paying around 250m to players in wages.As there are no fans in the stadium Arsenal would be losing a lot of money as they are more dependent on their matchday revenue than other clubs. Arsenal must be expecting loss of around 100m or more in revenue and they still had to pay the players their wages.
