2022 fifa best, which Messi won, was pushed into 2023 bcos of the world cup that happened in December last year which is unusual (world cup is played in June). This list is for 2023 and I personally don't think Messi stands a chance, even in top 3 and this award is going to Haaland 💯. Ballon dor is now seasonal, and it goes to Messi for 2022/23 season mainly bcos of his world cup performance and club performance for PSG.
