According to your statement, if there's no CR7 and Messi, Neymar would have won it.That makes Neymar no 3 after CR7 and Messi.
But the last Ballon d'or was won by neither CR7 nor Messi,So why didn't Neymar win it as the no 3 according to you?
Neymar is a fantastic player,dribbler,has pace and swag no doubt, but awards like ballon d'or goes beyond that.
You would have to be significant in your team's trophy winnings both internationally and locally,you also have to help your country perform very well in major competitions.
Neymar's best chance to win it might not come from PSG as the club has it's dominance only locally.
