It should be the coach because they know the strength and weaknesses of their team the most and they know where it comes from.They know the transfers to make to.make their team better and they know who to get rid off. So I think the coach should be the one who is in charge of transfers

One will be tempted to say the coach should be totally in charge of transfers because he is the one developing and implementing the tactics with the players and would be the first among others to be sacked if things go wrong on the field of play but when you consider how some coaches wants to impose their way in the club by signing only players of their choice without considering they won't be there forever thus creating selection problems for the future managers, you will think otherwise. Wenger's decision to always prioritize to sign attack minded players over stabilizing the defense has created problems Emery can't fix without spending huge across transfer windows. Another example is Jose Mourinho choice of preference of defensive players usually over attack minded ones. The best person to sign players in my opinion is thus the director of football with of course meeting with the coach and the chief scout.

Coach- Is the one who train Players and develop them. He is the who takes the responsibility when the team lose and is the first one to get sacked. Boss/Chairman - Runs the club and always things for the best of the club. Owner - Has more right on the club more than anyone. He is the one who would suffer loss if the club lose economical balance. A coach is never permanent. He will go after a period of time. And the same goes for the Boss or Chairman.The Owner may not have a great knowledge about football. So i think there should be a technical staff to control signing with the Chairman . The coach should speak to the technical team about which kind of player he needs. Then the signing should be approved by the owner.
