Chelsea have offered a £17m deal for Santos striker Deivid Washington.
The 18-year old could be loaned to Ligue 1 side Strasbourg if he joins the west London side.
Washington would become the second Santos youngster to move to Chelsea this summer after winger Angelo joined the Blues.
He made his professional debut for the Brazilian side after coming on as a late substitute during April's 3-0 win over Botafogo-SP.
Washington then scored his first senior goal a month later, netting the opener as Santos beat Bahia 3-0 at home.
Chelsea have strengthened this summer with the signings of Christopher Nkunku, Nicolas Jackson, Axel Disasi, Lesley Ugochukwu and Diego Moreira.
But manager Mauricio Pochettino insists he will need time to implement his footprint into the club.
'You can't win if you don't build, but bring names and players', Pochettino said.
'There are maybe some exceptions, but all of the clubs that win have won after very good years working hard and being consistent, making a plan to try to win.
'Manchester City or Liverpool, they lose semi-finals or finals and they keep going, giving the coaching staff the possibility to work for the pre-season.'
