The Blues are willing to waive the transfer fee on their versatile 21-year-old in order to help facilitate the next move of his career.
Instead, a sell-on clause is set to be inserted to allow them to profit from any future sale involving their academy product.
Vale has featured in the Conference League for Chelsea's first team this season, and has been a standout performer for the development side in the Premier League 2.
Those performances have led to as many as six Championship clubs showing interest in him now.
Finding the right club for the next stage of his progress is being seen as key as Vale assesses his options.
His current contract with Chelsea is due to expire at the end of this season, though the Blues have the option of triggering an extra year.
Vale previously spent time on loan with Hull and Bristol Rovers and was handed his Chelsea first-team debut in 2021 by now-England boss Thomas Tuchel.
