The 22-year-old Senegalese international received an offer reportedly exceeding £35 million, which would have made him one of the most expensive signings in the club's history.
Camara has made 49 appearances for Senegal and participated in this summer's World Cup.
He moved to Monaco from Metz in 2024 for a reported transfer fee of €15 million (£12.8 million). Before coming to France, he had excelled at several renowned Senegalese youth academies.
Crystal Palace has completed four signings this summer: forward Guéhi on loan from Aston Villa, winger Dwight McNeil from Everton, a deal also involving Brennan Johnson, and the free transfer of former Arsenal defender Takehiro Tomiyasu this week.
These signings occurred after the arrival of Crystal Palace's new manager, Pierre Sage. He replaced Oliver Glasner, who now manages Nottingham Forest, this summer.
The Eagles will begin their Premier League campaign after their final pre-season friendly against Freiburg. The team will visit Everton on Saturday, August 22.
