Costa scored 59 goals in 120 games for the Blues and won two Premier League titles - but that was back in 2017.
He left Brazilian club Gremio in January and netted just once in 23 games during a barren spell with Wolves in 2022-23.
Uruguayan Maxi Gomez could also be a left-field option for the Gunners.
The 28-year-old is surprisingly without a club after leaving Turkish side Trabzonspor last month.
He has 32 caps for Uruguay and just five years ago was linked with a £125m switch to the Emirates.
Mariano Diaz is also without a club since leaving Sevilla in the summer.
The former Real Madrid striker also boasts Lyon on his CV - but mustered just 7 goals in 60 games across his time at the Bernabeu.
Should the Gunners want a trip down memory lane, Carlos Vela and Lucas Perez are both currently free agents.
Vela, who began his career with Arsenal in 2005, has spent the last six years scoring for fun at Los Angeles FC in the MLS.
But he looks likely to stay in America, despite recently losing his home in the Californian wildfires.
While Perez - who flopped at the Emirates in the 2016-17 season - left Deportivo La Caruna in January due to "personal reasons."
