Everton reportedly want to install rail seating at both ends of their proposed new Bramley-Moore stadium.
Safe standing is not currently permitted in England and Wales, while rail seating has been implemented in Scottish football, most notably at Celtic.
The Taylor report, commissioned in the aftermath of the Hillsborough disaster, required all Premier League and Championship clubs to provide all-seater stadia.
But last year the Sports Ground Safety Authority raised the prospect of rail seating in this country.
Provided certain strict conditions were met the installation of rail seats could still meet the government's all-seater policy, they ruled.
And Everton's plans for their new 52,000 stadium includes rail seating in the North and South stands, according to the Liverpool Echo.
One of the sections will be for the use of away fans.
The club also intend for safe standing to be introduced if government legislation changes in the future.
Several German clubs already successfully employ rail-seating, including Borussia Dortmund, while Celtic opened a standing section in 2016 for nearly 3,000 fans.
More detail about the Blues' proposed new home will be revealed during the second stage of Public Consultation which begins on July 26.

celtics safe standing area is impressive and they haven't had any problems . surely better than having fans standing in all seated area with a narrow foot area and no rail in front . if the person in front of you stands up then you have to , and the person behind you etc. all attempts to stop it have failed miserably

It's time this was introduced, safe standing is just that, I remember the terraces very well, this is nothing of the sort, you really can't compare the two, I really hope this happens, expecting supporters to sit through 90 minutes plus through the winter months is ridiculous and uncomfortable at times!!
