this is not entirely true, man city were willing to pay over 100 mill for kane without offloading any player first, pep simply offered Ronaldo no guarantees at city bcos he didn't want to work with him, do u think if harland was available at that price for city they will ever let go it go, everyone knows that pep n Ronaldo have some bad blood between them in the past. so I dont think its entirely a matter of offloading players, bcos city has the financial power to handle that
