Sky Sports pundit Gary Neville believes Liverpool and Man City are far from the level required to challenge for the Premier League title this season.
Man City are entering an uncertain period following Pep Guardiola's departure, while Liverpool are rebuilding under new manager Arne Slot.
Gvardiol's late winner secured Man City a 2-1 victory over Bournemouth in Enzo Fernández's first Premier League match in charge, while Liverpool battled to a 2-2 draw against Newcastle.
Arsenal's opening victory was considerably more straightforward, as they defeated Coventry 3-0 with ease. After the opening weekend of the Premier League, with 37 games still to play this season, Arsenal have already become the bookmakers' favorites to win the title.
Neville finds it hard to imagine Man City or Liverpool challenging Arsenal this season.
Neville said on "The Gary Neville Podcast": "As we looked ahead to the new season last week, I thought this would be the most unpredictable season ever. There are many new managers, many new players, and significant changes among the top teams, which will make the season fascinating."
"Arsenal should win this championship by a considerable margin. I still believe that after Sunday night. We've seen Tottenham lose, Man United lose, Liverpool nearly lose, and Man City struggle to win at home. Everything we expected to happen is happening. The top teams' performances are unpredictable, and they may not be strong enough to match their displays from last season and the season before. They will also lose to well-organized teams like Brentford and Hull City."
"The situation is the same for Man City and Liverpool. Six or seven years ago, both clubs came close to 100 points. Man City are treble winners and four-time Premier League champions; Liverpool have just won the title under Arne Slot. We have always measured these two clubs against the standards they set in the past, but they are now far from that level.
This Liverpool team is currently far from the level of a Premier League champion, and they still have significant work to do.
"I think they will be satisfied with this draw against Newcastle. The team got a positive result and celebrated. But if you measure it against the standards Liverpool maintained when they were challenging for the title over the past 5 to 10 years, they will clearly realize when they return to Merseyside that the team still has a lot of work to do."
"Man City are also far from where they should be. Losing Rodri is a massive blow to them."
Neville "very confident" Arsenal will win the Premier League title
With Man City and Liverpool trailing, Neville believes Chelsea could be Arsenal's closest challengers for the title. Alonso's team will officially begin their season away to Fulham on Monday Night Football, and Neville will join Jamie Carragher on the show to reveal his predictions for the season.
Neville added: "Arsenal will certainly be very confident now."
"This is the most certain I have ever been. Of course, I might be proved wrong by the end of the season, but after the opening round of matches, I have never been more certain that we will see one team dominate the Premier League.
"I think Chelsea will finish second, unless I see them perform poorly at Fulham, so I reserve the right to change my mind. I think Chelsea will finish second because of their squad strength and the fact that they don't have European competition."
"They don't have as many disruptive factors, and they have an excellent manager. So I really think Chelsea have a good chance to pressure Arsenal this year, eventually finish second, and become the main contenders. Let's see Monday night's game."

Arsenal is a settled team.,considering the players and coaches. There are some new players who are best in their position. So no need to worry. But for other teams, it's entirely different. Almost all the teams in the EPL are shuffling either the players or the coaches. So they will take some time to settle. They will come back strongly after a few matches. Before that arsenal should have scored more points to stay in the top of the table and play consistently winning almost all the matches. Let's see how it goes.
