Chelsea have been given a two transfer window ban by FIFA for breaching the rules around the transfer of minors.
The west London club have been found to have breached article 19 of FIFA's regulations with regards to the transfer of 29 minor players and article 18 regarding two further minors.
They have also been fined 600,000 Swiss francs (528,800 euro), while the Football Association has been fined 510,000 Swiss francs.
The ban does not prevent the release of players and will not apply to Chelsea's women's and futsal teams.
The Premier League club have been given three days to appeal against the world governing body's decision.
It comes following a Fifa investigation into the Blues' signing of foreign under-18 players, including former striker Bertrand Traore.
Based on documents from Football Leaks, French website Mediapart claimed 19 Chelsea signings had been looked at in a three-year-long investigation.
A FIFA statement read:
'The FIFA Disciplinary Committee has sanctioned the English club Chelsea FC and The Football Association for breaches relating to the international transfer and registration of players under the age of 18.
'Chelsea was found to have breached art. 19 of the Regulations in the case of twenty-nine (29) minor players and to have committed several other infringements relating to registration requirements for players. The club also breached art. 18bis of the Regulations in connection with two agreements it concluded concerning minors and which allowed it to influence other clubs in transfer-related matters.
'The Disciplinary Committee sanctioned Chelsea with a ban on registering new players at both national and international level for the next two (2) complete and consecutive registration periods. This ban applies to the club as a whole - with the exception of the women’s and futsal teams - and does not prevent the release of players.
'Additionally, the club was fined CHF 600,000 and given a period of 90 days to regularise the situation of the minor players concerned.
'The Football Association was also found to have breached the rules in connection with minors. It was fined CHF 510,000 and given a period of six months to address the situation concerning the international transfer and first registration of minors in football.
'The protection of minors is a key element in FIFA’s overall regulatory framework relating to the transfer of players and effective enforcement of these rules is paramount, as also confirmed on various occasions by the Court of Arbitration for Sport.
'The decisions issued by the Disciplinary Committee were notified today and can be contested before the FIFA Appeal Committee.'

Chelsea supporters should be happy with this ban cause 42 players on loan at least 20 of which should do better as first team players if harnessed by a coach who know the value of young prospects. It should not be a discouragement at all, use what you have and stop spending money on average players. Chelsea youth teams have done brilliantly well in the past years conquering England and Europe, why not make good use of them rather than spending unnecessary money on players which will eventually turn out flops. My advise to the board is to hire a coach that will develop these stars in the making.

This will actually work out in Chelsea's favour. Now they'll have to start using their youth players (some incredible players there incl. Ampadu & Odoi) and move towards a more sustainable way of running the club than spending fortunes on players who aren't much better than the ones they have already.

oooh God why does my Chelsea has to undergo this.....first the owner was denied a UK visa second Chelsea couldn't qualify for champions league thirdly the plans for new stadia was scrapped fourth we brought in a smoking machine instead of a coach fifth we miss on piatek to sign a council of elder sixth we r out of top four...again seventh we r out of FA cup,courtesy of our fiercest rivals eight we were beaten by 4 goals and then 2 and worse still 6 goals by minors Bournemouth, arsenal and city....teams we used to beat at will back then nine we r now banned from signing players for the next two seasons......what's happening...

I'm a utd fan but have mixed feeling in this ban. firstly, I'm happy as cfc is one of the title contenders every season; with this ban and the squad and coach they have, it will be tough for them to even finish in top 4. The ban not applying on players leaving the club makes it harder as hazard and odoi want to leave, and luiz, giroud and Cahill at the end of the contract will make it harder; players on loan ( kovacic and higuain) should go back to their clubs. secondly,there is a positive in this as cfc can now give a chance to their youngsters and players on loan such piazon, batshuayi, Tammy abrahams, kennedy, baba rahman and many more.But they will need to be realistic by not putting them under pressure but prepare for the future like Madrid are nowadays doing. For me this news can go either way. We get back our loan army players and there are some really good players out on loan that are capable of first team football. But at the same time some quality has to be bought for certain positions and unless Sarri decides to be flexible, this will be a very hard 2 years. Yes, I believe he will remain in the job as there are no other viable candidates, especially if we cant buy players. Who will come that's top calibre to manage us? but perhaps this will force Sarri hand in playing more diverse line ups instead of fielding the same 11 and subs multiple times. I dont see this ban as a bad thing. Bring in the youth that are good, sell on ones that may not make it and sell on any dead wood and let some hungry youth players take their place and you get a squad then out 10 possibly capable future players out on loan.... GK - Kepa RB - James/Sterling CB - Rudiger CB - AC/Luiz LB - Emerson/Azpi RCM - Kante DM - Kova/Jorginho LCM - RLC/Mount LW - Hazard/Odoi CF - Tammy/Higuain RW - Pulisic/Willian I think this team can be an elite team if Sarri believes in them and develops them and also does rotate so that the competitions don't affect his players. He has to drop Alonso and Barkley if he wants to succeed and only use them in cups. That's the strongest 11. If the ban does get delayed to the next window there may be a chance that we get in a lot of new players which would also be great but I'm hoping the club finally put their faith in the 30 something youth players they send out as well.
