Liverpool are thought to have rejected RB Leipzig's opening bid to buy Fabio Carvalho outright, as they do not want to let the young forward leave permanently.
Jurgen Klopp's Reds signed Carvalho from Fulham for a £7.7million fee last summer after his role in helping the Cottagers win the Championship.
However, the 20-year-old started just seven games all season at Liverpool, leading to thoughts that Carvalho could be tempted with a move away from Anfield after just one season on Merseyside.
As previously reported by Mail Sport's Simon Jones, Liverpool had rejected a permanent offer for Carvalho from a mystery bidder, and now Fabrizio Romano has unveiled German club RB Leipzig as leading the march for the Portuguese star.
The Reds could include a buy-back clause in any permanent deal struck, and the clubs will debate that if a fee can be agreed upon.
RB Leipzig finished third in this season's Bundesliga table, concluding their campaign with Saturday's 4-2 win over Schalke.
Liverpool manager Jurgen Klopp previously confirmed the possibility of a temporary move away from Anfield for Carvalho, while hailing the Portuguese man's training ethic.
Klopp said: 'I think there is a maybe a possibility Fabio goes on loan.
'But the thing is this was not Fabio's best year in his career, clearly, but it might have been his most important.
'No player has impressed me more than Fabio, it is the truth.
'This talented boy came here with big dreams and big expectations and it didn’t work out – it was okay in the beginning but it didn't work out in the end.
'But his work ethic will give him a fantastic career because he trained with getting nothing.'
Burnley are thought to be keen on taking him for a season after their promotion to the top-flight, under the helm of Vincent Kompany.
Carvalho featured in 10 of Liverpool's first 11 Premier League games in the 2022-23 season, but has since found game time hard to come by.
Carvalho was an unused substitute as Liverpool drew 4-4 with Southampton on the final day of the Premier League season.
