Rooney told talkSPORT that Manchester United's current squad is too weak and that the club should have signed more players during the summer transfer window.
Manchester United signed only three outfield players this summer and have won just one of their first five Premier League matches. This leaves Manchester United in 12th place in the standings, 10 points behind the leaders, with their hopes of challenging for the title already fading.
Manager Erik ten Hag is also starting to feel the pressure. Rooney still hopes that his former teammate and club legend can turn things around after the international break.
Rooney said: "The pressure is always there, Erik knows that. If you don't win games at Manchester United, even if you just lose one, the pressure will come."
"So the start to this season hasn't been ideal. I think the club should have brought in a few more players before the transfer window closed. The squad is a bit thin."
When asked how ten Hag could turn things around, Rooney said: "He has to find a way to get more out of these players, to get them playing at their best, and to climb the table after the international break. I think this break has come at the right time."
"He has already proven that he can get results from this group of players. They have to put their heads down and work hard, and hopefully they can achieve better results going forward."
Rooney then discussed the situation ten Hag is facing. Manchester United signed Youri Tielemans, Alfredo Moreno, and Carl Darlow this summer but failed to add defensive reinforcements or strikers, while Marcus Rashford returned to the squad this season.
Rooney said: "He knows what he's up against at Manchester United. As a manager, you always want more, and I'm sure he would have hoped for more from the transfer window, but now he has to accept the current squad."
"I think the Premier League is at a higher standard now, with stronger teams in the league. But if you don't win games at Manchester United, or any club, it's going to be very difficult, so I hope he can turn things around."

For me 4 players need to be kicked out urgently. Zirkjee, Dalot , Luke Shaw and Mason Mount. They are underperformers and injury prone. Need urgently to buy a left and right back. Zirkjee and Dalot are a pain in the ass to watch.
