Tottenham would still be a failure if a top manager like Pep Guardiola or Jurgen Klopp were in charge, claims Jermaine Pennant - who said the club needs to change 'from top to bottom'.
Spurs' season sank into further disarray on Monday night after the club sacked interim boss Cristian Stellini - Antonio Conte's former assistant - following their humiliating 6-1 defeat at Newcastle, with Ryan Mason put in charge for the rest of the season.
The club have struggled to forge a path to success despite hiring a number of high-profile manager such as Jose Mourinho and Conte - who was himself sacked last month after ranting about the state of the club and attitude of the players.
But former Liverpool star Pennant said Spurs would still struggle to compete even if the likes of Guardiola or Klopp was in charge - as he stressed chairman Daniel Levy needed to leave for the club to move forwards.
'I think you need to get Levy out,' the former winger told talkSport.
'They've had top managers that have won Champions Leagues, Premier League titles.
'Conte, Mourinho, and even they're struggling. You've got Poch, who is a great manager, and even he was struggling.
'So it doesn't matter who you get in, you could get Pep, you could get Klopp, you could get the best in the league.'
'What they've got now, what the manager you get in now, will not do anything.
'It will be same old Spurs, start off good, and end up playing crap football and dropping off the league.
'They need to change from the top – Levy needs to go, 100 per cent.
'You can't fix something if you don't go to the root source.'
Stellini only lasted four games as Spurs caretaker and Mason will now be trusted to guide the team for the remaining six games.
Champions League football looks like a big ask for Spurs after Newcastle went six points clear of them with a thumping win - and huge games against Manchester United and Liverpool are coming next for Mason.
In a damning statement on Monday night, Levy took responsibility for the current chaos at the club and said the demolition at Newcastle was 'wholly unacceptable'.
'Sunday's performance against Newcastle was wholly unacceptable,' Levy wrote in a statement on Monday night.
'It was devastating to see. We can look at many reasons why it happened and whilst myself, the board, the coaches and players must all take collective responsibility, ultimately the responsibility is mine.
'Cristian will leave his current role along with his coaching staff.
'Cristian stepped in at a difficult point in our season and I want to thank him for the professional manner in which he and his coaching staff have conducted themselves during such a challenging time. We wish him and his staff well.'
'Ryan Mason will take over head coach duties with immediate effect. Ryan knows the club and the players well. We shall update further on his coaching staff in due course,' Levy's statement continued.
'I met with the player committee today - the squad is determined to pull together to ensure the strongest possible finish to the season.
'We are all clear we need to deliver performances which earn your amazing support.'
