According to Le Parisien, the approach for Neymar might not really be serious and might simply be a way of keeping Lionel Messi happy.
The Argentine became good friends with Neymar during their time together at Barcelona and wants to see his former teammate back at the club.
Le Parisien claim that Barcelona's talks for Neymar could be designed to make Messi happy, with the suggestion being that they're not genuinely trying their hardest to sign the Brazilian.

I agree a 100%. This story are in different phases. Phase 1- Senior players in the squad wants Neymar back in fact they advised against signing Griezmann and suggested that the money be used to get Neymar. Phase 2 - Top board Members don't want Neymar back because they have spent money on Grizzy and have a certain amount of money to be paid on or before the 1st of June 2020 to balance the books (Barca is in a serious financial mess at the moment). Phase 3 - The fans want Neymar back and as such the board are trying to make it look as though PSG are the ones not willing to sell - this is the main reason why they made the news (trip to Paris to negotiate for Neymar) public - to make both the senior players and the fans think that they're trying their best. Phase 4 - If they're to sign Neymar this summer, this will push the debt to between €200m - €300m that the board is supposed to clear by the 1st of June 2020 and the directors will have to pay with their own money, an act they are trying so hard to avoid. So this whole Neymar saga might just be a case of make belief for Barca fans and senior players to think they're doing their best but in the actual sense they're not!
