It was still enough to secure top spot in Group C, ensuring the Three Lions will be on what looks to be the more favourable side of the draw, but they have plenty to work on ahead of the knockout stages.
Gareth Southgate's men scored just twice in their three group games, and failed to create many clear-cut opportunities in Cologne against a stubborn Slovenian side.

Bellingham goes missing again
It was another quiet night for Jude Bellingham, who has gone missing since scoring the winner in England's group opener.
Harry Kane (32) was England's only outfield player to play the full 90 minutes and have fewer touches than Bellingham (69) on Tuesday night.
Zero shots, chances created, tackles, crosses completed or goals on Tuesday night for Bellingham, who also lost possession of the ball 15 times.
The attacker also failed to have a shot in England's previous Group C game against Denmark.
England's non-flying wingers
Bukayo Saka failed to stamp his authority on the game too. He didn't attempt a dribble out on the right wing before being hooked in the 70th minute.
On the opposite flank, Phil Foden only managed to beat his man once before he was substituted.
But it's not all doom and gloom...
