On the Sky Sports-sponsored podcast, Carragher argued that Carrick lacks the "star quality" needed to lead Manchester United back to the pinnacle of European football.
Carragher said on Sky Sports: "I'm not saying things will definitely go wrong. What Manchester United have been through in the last six months, they need another 12 months of that – not being a farce, not constantly being in the news, and Carrick can give you that.
"But does he have that star quality to win major trophies? I think you first need to get the team back on its feet, to become a truly stable Champions League team. Then you ask, what else do we need? It's like a player can take you to a certain height, but at that stage, we need that star quality.
"Personally, I don't think Carrick as a manager has that star quality needed to win the Champions League or the Premier League.
"I don't believe Carrick can lead Manchester United to win the Premier League or the Champions League, but he has done very well so far.
"It's entirely possible he could have a good season and put Manchester United back in a position where the club then looks for a manager who can win the Champions League."
In this summer's transfer market, Carrick also sought to strengthen the squad, with Andrey Santos and Tielemans joining from Chelsea and Aston Villa respectively.
However, Carragher believes that Manchester United's failure to pursue former West Ham player Matheus Fernandes was a mistake. At the time, Manchester United deemed the asking price of £85 million too high, and the midfielder ultimately joined Tottenham Hotspur.
Carragher stated: "When I saw Manchester United linked with Matheus Fernandes, I was a little worried because I felt it could be a great signing. I just looked at his age and performances and was surprised why Manchester United didn't sign Matheus Fernandes. They said the price was too high, but was it really that expensive?
"I know £85 million is a lot of money, but you can't sign a truly top central midfielder for £50 million now."
On the other hand, Manchester United legend Scholes believes the team's defense "still has problems," and Manchester United has not yet completed its defensive reinforcements.
Scholes said: "Centre-back is still an issue. Manchester United still need better centre-backs – by my standards for a Manchester United aiming to win the Premier League, the current players are not good enough.
"What you need are centre-backs who can consistently perform reliably every week. Maguire is starting to pick up minor injuries, Lisandro Martinez – this player just can't stay healthy right now. Of course, when he is healthy, he is an excellent player, no doubt about that.
"They also have Yoro, who has struggled for the past two years – it seems the Premier League level is a bit too high for him, hopefully, he can improve this season.
"If De Ligt stays fit and can play every week, he might be Manchester United's best centre-back. But that's also a problem – you can't have so many question marks at the centre-back position."
