I believe the reason why the transfer window was originally allowed to continue until few weeks into a new season is so that clubs get the opportunity to reinforce in case of an early issue with a player or 2. However, it has become a big worry for many clubs who have to lose key players at such stages of the season without enough time to find suitable replacement. If FIFA could synchronize the transfer window across major leagues to end before the first match week then allow a few more weeks for clubs who encounter injury issues to reinforce from outside the major leagues or deal with it internally, it may help.

Simple. FIFA should control the transfer window for all clubs involved. It can start a month earlier and end 2 weeks prior to the season starting.
