Inter Miami CF announced today it has acquired an international roster slot from the San Jose Earthquakes in exchange for $150,000 in 2023 General Allocation Money (GAM).
According to 2023 MLS Roster Rules and Regulations, in 2023, a total of 233 international roster slots are divided among the 29 clubs. These roster slots are tradable, in full season increments, such that some clubs may have more than eight and some clubs may have less than eight during any given season. With trades, there is no limit on the number of international roster slots on each club's roster.

So here is thing for guys confused. All spots for international player are predetermined in an MLS team . Inter Miami has only one left after Leo, Busi and Alba joined. So only one more non American player can join. In MLS u can trade for an international spot with another team who doesn't want it. Inter Miami got it from San Jose Earthquakes. Now they can go for 2 more international players - eg: Suarez n Iniesta
