Jamie Carragher believes Arsenal may have gone as far as they will under manager Mikel Arteta.
The Gunners ran Man City close over the past two seasons and many thought they could finally go all the way this time.
However, it hasn't panned out that way with Liverpool now running away with the Premier League title.
Any hopes Arsenal had of catching them have evaporated over the past week with Arne Slot's men now 13 points clear at the top.
And Carragher thinks Arteta's team may have missed their window to end their 20-year wait for a top flight title.
Speaking on The Overlap, he said: 'I think we seen peak Arsenal under Arteta,' he said. 'I think last season, the second half of last season I was looking at Arsenal thinking wow, this is a team this.
'I was watching them week in, week out and thinking I'm watching a team that's as good as any team in Europe here. The last 18 games, you won 16, drew one away to City and lost one at home to Aston Villa. That three or four month period, I'm not sure Arsenal will get back to that.
'The reason I say that is because when I go back to when I was playing for Liverpool and we were going for the league and we had a season where we were really there... if you finish second three seasons in a row it's hard to sort of keep going again.
'That's the name of the game and he may have to change players. We talk about recruitment and bringing players in but there's definitely a question about Arteta.
'I said at the start of the season that the football we saw in the first season they challenged City... it's a different team now. It feels more physical, powerful but stiff, not loose.
'There's no doubt this is more of a Jose Mourinho team. It's more about set-pieces, going long to you front players and everyone dropping back to keep clean sheets. I played in teams like that and we always lacked something special. That's why I've never backed Arsenal. I always thought you're a special attacking player short.
'We were talking after the game yesterday that I still think, if Liverpool go on and win the league, you can always so, who's going to challenge the champions next season?
'I think I would still back Manchester City more than Arsenal right now.'

Liverpool, know that they can win the league by winning their games. They been saying that Liverpool, are to points and City.They won't. That’s the max Arteta can do under the current resources. Perhaps, it is the time for the Gunner to move on, to look for someone who is capable of doing better, to bring Arenal to an upper lever.
