Jurgen Klopp has stressed that Liverpool do not have the funds to spend as much on signings as teams owned by states or billionaires do.
The German coach explained that the Reds are not willing to change their transfer policy, especially given the uncertainty following the coronavirus outbreak, and he had a message for Chelsea too.
"We live in a world at the moment with a lot of uncertainty," he told the BBC.
"For some clubs it seems to be less important how uncertain the future is.
"Some owned by countries, owned by oligarchs, that's the truth.
"We cannot change it overnight and say 'So now we want to behave like Chelsea, now we want to behave like them'."
"We're a different kind of club."
The reigning Premier League champions have invested 23 million euros in signings over the last couple of years.
So far, in the ongoing transfer window, they have spent 13m euros to sign left-back Kostas Tsimikas from Olympiacos.
Last year they paid around 2m euros to acquire the services of Sepp van den Berg from PEC Zwolle and another 8m euros to sign Takumi Minamino from RB Sazburg.
The other two additions to their squad were Adrian and Andy Lonergan, who were both signed on free transfers.
Chelsea, meanwhile, have been spending big this year after serving a transfer ban last summer.
They have spent around 230m euros during the ongoing summer market, signing Hakim Ziyech from Ajax for 40m euros and Timo Werner from RB Leipzig for 55m euros.
They also acquired the services of Ben Chilwell from Leicester City for 50m euros and those of Kai Havertz from Bayer Leverkusen for 80m euros plus 20m euros in variables
Finally, they also signed Thiago Silva and Malang Sarr on free transfers.

This is so unfair comparison from Klopp. When Liverpool spent heavily for two seasons ago, it was argued that fund from Coutinho is being utilised properly. Now Chelsea is being compared with Oligarch when all they are doing is utilising funds from sale of Hazard & Morata. By the way Liverpool fans should ask their greedy owners where is ยฃ100m they received after winning the Champions league rather than cribbing about spending of other clubs.
