According to L'Équipe, Monaco CEO Thiago Scuro recounted the dramatic turn of events on the final night of the transfer window involving Balogun and Lamine Camara, stating it was the first time in his career he had experienced such a chaotic final day.
Scuro stated that Monaco had reached an agreement with Everton for Balogun's transfer, and the player had even traveled to Liverpool for a medical and was preparing to sign. Meanwhile, Camara was initially inclined to stay, but Chelsea intervened at the last minute, and negotiations for his transfer had begun.
Scuro explained that Everton first raised concerns about Balogun's medical examination, then later stated there were no issues and were ready to complete the deal. However, at the last moment, the player, feeling uncomfortable with the club's handling and the medical concerns, decided not to sign, and the deal collapsed. Camara's transfer subsequently fell through as well.
Scuro also mentioned that this series of developments disrupted Monaco's financial plans and derailed the signing of Eric Lira, as that deal was contingent on Balogun's departure freeing up a non-EU player slot.

Monaco CEO is not intelligent You got to always have a plan B. A CEO must be a master strategist must be ready to face the different sides of a coin & get a plan to navigate out. Go add up man.... You've got another new experience

So this CEO is telling us that this player Balogun took the decision of not joining Everton without informing them that they had to call off Camara's.
