President of PSG Al Khelaifi greeted Bartomeu as "Hello cheater" during a meeting.
The event happened half a year ago. On February 18, the meeting of the UEFA Professional Soccer Strategic Committee was held in Nyon. When they were sitting at the table, Al Khelaifi greeted the president of Barca as follows: "Hello cheater."
Al Khelaifi had his reason to say the comment which was heard by everyone.
PSG then believed they have struck deal with De Jong and the dutchman's agent received the blank check form the club, but the truth was that in this time Barca have already completed the signing of De Jong.

It doesn't make any sense for that young man to refer to the "old man" as a cheater. If two people are struggling for one thing and finally one ends up getting it does that mean "cheating"? Even though Barcelona needs Neymar, PSG has the right to keep him and nothing, repeat NOTHING will happen.
