Ter Stegen had both his feet in front of the goal-line when he saved Dortmund’s penalty.
The goalkeeper was in superb form at Signal Iduna Park and made a fine diving stop to prevent Marco Reus scoring from the penalty spot after 56 minutes.
Before Reus took the penalty, the Romanian referee, Hategan, spent a fairly lengthy amount of time explaining the new rules for the goalkeeper at a penalty: namely that one of the keeper’s feet must be on the line at the point the ball is struck.
However, despite this lengthy explanation by the referee, the replay clearly showed that both Ter Stegen’s feet were off the line when Reus kicked the spot-kick.
Despite the infraction, Hategan didn’t ask for the penalty to be retaken as it should have been, nor did the VAR intervene.

As much as people complain about VAR, I guess its not written in the rules that it must be checked by VAR, it must be said so by the linesman or something so clearly the refs made a grave mistake even after they tell every keeper to stay on the line now. Either way I still believe Stegen would've saved it even if he stayed on his line

The penalty should have been retaken Ter Stegen issued a yellow card after all the referee took his time to explain the rule to him but in all fairness, the referee is not to be blamed. The VAR officials saw it and kept quite. Another interesting part of VAR. Very funny.

I don't know why people say this If Barca bribed the referee why would he give the penalty to BVB the first place He could have said the ball went out of play easily Pls stop making such accusations It was clearly instinctive from Ter stegen By the way, the rule of having a foot on the line, really sucks Atleast give a chance to the goalkeeper to make a save, he can't concentrate on both his foot and the opponent's foot.

right from the start, I knew this new rule was a bad idea as it would bring inconsistency now look. First it was against Chelsea in super cup now champions league. They should just revert back to how it was so there are no controversies.

That penalty should been repeated, Paco was horrible, Reus was the same, Sancho Delany Hakimi did a great match, but HUMMELS DESERVES A 9 RATE he was IN A DIFFERENT LEVEL he intercepted a lot of passes, as he choked Luis Suarez he was incredible.

Yes and many realised the ref's error. Apparently match officials have learnt nothing from the FIFA regulation changes from the trials at the recent Women's world cup, Euro League matches & Champ league preliminaries.
