Neuer is still top 5. He had an injured season and then a bad first half of this season when all the bayern german NT players were playing bad. That's too little to judge that he has declined significantly. Even in this bad period he had some miraculous saves, like the one at home vs Ajax in the CL against a free kick. Think he's the only keeper on the planet that would save a shot like that. If he does meh again this season then fair.
