Daniel Levy has told Tottenham supporters he understands their frustration at the end of a disappointing season and admits the club has failed to deliver on their expectations.
Spurs have extended their long wait for a trophy and have lost their Champions League status.
They are jostling for a place in the minor European competitions next season at the end of a campaign.
'This has been an immensely difficult season,' said Levy, in the Spurs match-day programme for the game against Brentford, the final home game of the season, on Saturday.
'We made footballing decisions over recent seasons based on ambition and a desire to bring success to our club and they have not delivered what we had hoped.
'Your frustration has been understandable and all of us at the club have shared it.'
Levy sacked manager Antonio Conte in March and his interim successor Cristian Stellini before handing the reins to Ryan Mason to guide them through to the summer as they search for another new boss.
Adding to the instability, Tottenham's managing director Fabio Paratici resigned after he was banned by FIFA for his part in a financial scandal while working for Juventus, in Italy.
'We have undertaken a thorough and rigorous review of our footballing operations,' Levy added. 'Scott Munn joins us in the summer as our new chief football officer and we look forward to sharing further news with you post-season.
'We shall spend the period ahead of next season working relentlessly to position our club for on-pitch success and football you will love to come and watch.
'Every element of the club's operations is geared toward delivering that.'
Midway through the first half of Saturday's game, Spurs fans released black balloons with 'ENIC OUT' on them and chanted Levy out.
