According to The iPaper, Tottenham have been scouting the 23-year-old since the start of the year and are considering him as a potential replacement for Cristian Romero.
Romero has been heavily linked with a move away this summer, but Atletico Madrid’s interest has reportedly cooled due to Spurs’ asking price.
Thomas Frank’s side will face some serious competition for De Winter, with West Ham and Bournemouth interested alongside Inter Milan.
De winter joined Genoa permanently last summer having spent the previous season on loan from Juventus, where he came through the youth ranks.
