Mauricio Pochettino could turn to Andy Carroll as he looks for a solution to his striker shortage.
With Harry Kane out injured until March and Son Heung-Min away at the Asia Cup, Fernando Llorente is Spurs' only available senior striker.
The Spaniard scored an own goal against Fulham before Pochettino's men came back to grab a 2-1 win at Craven Cottage.
And it could prompt the Spurs boss to look for alternative options before the January transfer window closes.
Carroll, 30, could be available for as little as £2million as his contract at the London Stadium expires at the end of the season, The Sun reports.
But Marko Arnautovic may scupper a potential deal if Hammers manager Manuel Pellegrini decides he needs to keep Carroll as cover for the unsettled Austrian.
Tottenham may be prepared to offer the former Liverpool and Newcastle striker an 18-month contract if Pochettino decides he is the right man to fill Kane's shoes.
Earlier this month Carroll admitted he was playing for his West Ham future and was determined to win a new contract.
The £100,000-a-week striker scored against Birmingham in the FA Cup third round on his first start in a year.
He signed a six-year deal with West Ham in 2013 with an option for a further two years.
Luckless Carroll, however, has been beset by injuries during his time at the club leading to uncertainty over whether his contract will be extended.
“Of course I want to stay,” he said. “I’m just playing football as it is and not thinking about that.
“Yes, I want to stay and I want a new deal but I can’t really think about that every day. I’ve just got to play my football when I get the chance.
“I’ve got a two-year option at the end of the season so we’ll see what happens.
“I’ve got to play a few more games like this one, get on when I when I get on and, like the manager says, I’ve got to impress him in the minutes he gives me.”
Carroll has suffered a succession of knee and hamstring injuries and started against Birmingham after an ankle setback kept him out for the first four months of this season.
