A reasonable system of rules is fairly necessary for any games. Especially for such a violent sport like football. The rule has been increasingly updated since football started to be a real competitive game.
Among those complicated rules, Which football rule should be changed, and why?

I think the six second rule should be changed. It's in FIFA's lawbook that a GK can only hold the ball in their hands for a maximum of six seconds. I wonder if that's even a rule because it's never enforced. what's the use of making a rule if you never use it in matches? And secondly, yellow cards for players taking their shirts off should be scrapped. Players can celebrate whatever way they like after scoring because scoring a goal is the best feeling for a footballer apart from winning trophies, Especially last minute winners. About the recently introduced rule: Penalizing accidental handballs in the box if it favours the attacking team. This rule is honestly an absolute joke... If a ball hits a player's arm accidently or if the attacking player is trying move the ball away from it and hits his hand it should never be a foul. Any team who sees a goal ruled out because of this will feel damn unlucky, Wolves and Man City have been victims of this rule. This rule in particular needs to be scrapped ASAP

add in new regulations:- those whom fouling opponents shall immediately extend an apology for the fouls conducted (this will equal to Fair Play on the Field)
