Álvarez believes that, since Simeone knows what he wants but has not dealt with the issue directly, he is effectively avoiding the conflict.
Álvarez said that as early as February he received a promise from Atlético Madrid that he would be allowed to leave in the summer transfer window, and he intends to use that to push for an exit. His target is clear: join Barcelona. It remains to be seen how Simeone and Atlético Madrid’s management will respond to the striker’s stance, as the tug-of-war between the two sides has already begun.

I think Athletico sees itself as a big club and what Alvarez and Barca are doing is like bullying. look at Real Madrid, they tried to buy Olise, Bayern refused to sell. they decided to wait for another window. Barca could look for a temporary solution and try again in January or next summer while working on a better approach during the on season.
