Apparently, he visits the players in their hotel rooms without knocking, he is aware that the national team coach asked the women to keep their doors open when they sleep in hotels, and so on.
That is why he is being pushed out, because for the first time, in the words of the Spanish Minister of Culture,
"Rubiales has finally done in public what we all know he's been doing in private." In effect, the kiss is not the main reason why there's a furore; the alleged prolonged abuse of power is.
