According to the Telegraph, Barca have big financial problems and they have already relied on loans to pay their players' salaries, so they don't have enough money to sign Neymar at all.
Barca has been a big player in the transfer market for many years and is willing to spend a lot of money on a transfer, but recently Barca's finances are not good. Last season's annual report which was released this month showed a net profit of just €4.5m, and the sale of players at the end of June for about €75m did not make Barcelona much of a profit.
In October last year, Barca estimated the club's annual payroll at €633m. The huge wage bill has hit the club's bottom line, which is why Barca are reluctant to sign Neymar from PSG this summer.
In order to pay their players' salaries, Barca applied for a €140m loan line from a New York bank during the 2017-18 season.
In fact, Barca are currently living off the loan and don't have enough money to sign Neymar.

Barcelona's financial management has been poor. They are giving hefty salaries to players. Griezmann is getting 340k per week, Suarez getting 290 k per week, Coutinho taking 240k per week, Dembele taking 220k per week, Vidal getting 165k per week, Rakitic getting 150 per week. I think they have to sell players like Coutinho, Vidal and Rakitic to balance the books
