Fabrizio Romano reports that Chelsea have signed Rayo Vallecano defender Chavarria.
Romano says Chelsea have already reached an agreement with Rayo Vallecano over the signing of Chavarría.
The deal for the Spanish left-back has been completed, with a transfer fee of €19 million fixed plus €2 million in performance-related bonuses.
Chavarria will next travel to London to undergo a medical with Chelsea and sign a contract, with the paperwork between the two clubs set to be completed on Thursday evening local time.

That ban is lifted until June 30 2027 and even though Chelsea will still sign players next year unless they find themselves in any mistake that's when they can activate that ban to effect. Otherwise the ban was just applied on Chelsea from June 30 2027 so that if in the period of 2 years if they make a mistake then the ban will be active
