Kane has no intention of activating the release clause next summer

According to reporter Tobi Altschäffl, Harry Kane has decided that he won't make use of his release clause for next summer, which expires at the end of January. 

For the striker, winning other trophies at FC Bayern is more important than a return to England in order to break the Premier League goal scoring record. As for the Barcelona links, a potential move was never seriously discussed. Bayern are planning to approach Kane over a new contract after the release clause expires. Meanwhile, Kane can even imagine delaying the talks until after the World Cup. His current contract runs until 2027. Both the club and the player are open to a one-year renewal until 2028.
