That result means England top the group and will progress to the Final Four in Portugal, as Spain needed the game at Wembley to be drawn.
Spain finish in second with six points, one behind Gareth Southgate's men and two ahead of the World Cup finalists.
As such, Croatia will be relegated to the second tier for the next edition of the UEFA Nations League, while Spain will remain in the elite category.
The focus now for Luis Enrique and his players is qualification for Euro 2020.
