A report from The Athletic claims that Vinicius contacted Arsenal to explain his decision after accepting a new contract with Real Madrid.
The Gunners had previously identified the 26-year-old as a key transfer target this summer, and the Brazilian's camp had given positive signals.
Had Vinicius not agreed to renew his contract in Madrid, Arsenal's hierarchy would have supported the club in spending heavily.
The Athletic reported that Arsenal remained optimistic until the final hours of contract negotiations.
This confidence was bolstered by Arsenal's positive communication with the player and his agents, with the club also explaining to him that he would be a central figure in their plans.
However, last week Vinicius and Real Madrid reached an agreement.
The report states that the proposal Real Madrid presented to Vinicius on Wednesday reflected his importance to the club and its plans.
The Brazilian reportedly asked for an annual salary of approximately €30 million and improved image rights terms. His original contract was set to expire next summer with an annual salary of €17.5 million, and reports from Spain indicate that both parties have agreed on a deal worth approximately €25 million per year.
But the connection between Arsenal and Vinicius did not end there.
The Athletic added that after this protracted contract renewal, Vinicius proactively contacted Arsenal to confirm and explain his decision.
The forward was attracted by Arsenal's ambitious plans and the vision presented by manager Arteta, sporting director Andrea Berta, and the Arsenal owners.
Arsenal was once very close to signing one of football's biggest stars.
The Athletic reported that Vinicius's willingness to engage with Arsenal suggests that the Brazilian seriously considered leaving Madrid for London.
Vinicius reportedly thanked the Premier League champions for their efforts and explained that the ultimate decision came down to his feelings for Madrid and the Spanish club's financial commitment.
