Insigne, 34, is back in Italy after leaving Toronto FC earlier this year.
A return to Lazio, where he was club captain, has been mooted and now confirmed by agent Andrea D'Amico.
"Insigne is, for his qualities, liked by Lazio. The problem is the blocked market. Let's see what happens," he said on Radio Kiss Kiss.
"It's something we've been working on for a while, but there are also other situations going on."
A solution for Insigne is approaching.
"We're almost there, but I'm not going to give you any big news. He deserves to play at a high level," D'Amico said.
The agent believes that Insigne can help the club's young players.
"A 34-year-old player is also useful for optimizing and valuing the players you have in the squad," he added.
