The report points out that the uproar originated from Serie A's initial arrangement: scheduling the Roma-Lazio match and all crucial Champions League qualification matches to kick off simultaneously at 18:30 CEST on Sunday, May 17th. This time slot involved teams still competing for European spots, such as Juventus, Napoli, AC Milan, and Como. Subsequently, the Prefecture of Roma intervened due to public order and safety concerns, requesting that the derby be moved to 2:45 CEST on Monday, May 19th. The reason given was its overlap with the Italian Open and the complexity of managing crowd flow around the Stadio Olimpico and the Flaminio area. This change also impacted the principle of "simultaneous kick-offs" for the final round of the league, a principle considered crucial when European qualification and relegation goals have not yet been decided.

In response to the Prefecture's decision, Serie A appealed to the Lazio Regional Administrative Court, escalating the institutional conflict. After hours of tense negotiations, a compromise was reached: matches related to Champions League qualification would all be moved to kick off at 18:00 CEST on Sunday, May 17th, thereby maintaining the simultaneity required by the rules and avoiding further schedule changes. However, this temporary fix did not quell the controversy. It is widely believed that this incident once again exposed the difficulties in collaborative scheduling among sports institutions, local authorities, and organizers of major events.
