Barcelona have opened legal proceedings against Arthur and will not terminate the midfielder's contract.
As reported by Marca, Barcelona will not comply with Arthur's request to join Juventus before this season is over.
Barcelona are still involved in the Champions League - they face Napoli on August 8 in the second leg of their last-16 tie - but Arthur has not returned to the club's training ground as planned.
Arthur already has an agreement in place to join Juventus and doesn't intend to play for Barcelona again. He wanted his contract cancelled but Barcelona refused to comply.
The 23-year-old still hadn't returned to Barcelona on Monday, with the club seeing his actions as a breach of contract.
Barcelona have refused to give Arthur permission to stay in his native Brazil, where he travelled having initially gone to Ibiza after the LaLiga season concluded.
Arthur joined Barcelona two years ago and has made 72 appearances for the club.
He won the LaLiga title in 2018-19 and has also won the Supercopa de Espana.
