The 20-year-old is in demand from a number of clubs but is eager to remain in the Premier League after his season with Swansea City.
Aston Villa and Middlesbrough are also among his admirers but Brighton manager Chris Hughton could prove persuasive as he looks to brighten up his attack.
Brighton have already added club record signing Alireza Jahanbakhsh from Dutch side AZ Alkmaar for a fee of £20million.
Abraham spent a season on loan with relegated Swansea last season, featuring 41 times in all competitions for the south Wales side.
He returned to Chelsea for pre-season and came on in the latter stages of Sunday's Community Shield.
Despite his first-team showing, he is not expected to be in new manager Maurizio Sarri's plans for the coming season.
Brighton are already in double figures for signings this summer as Chris Hughton completely overhauls his playing squad on the south coast.
Aside from Jahanbakhsh, the likes of £15m Yves Bissouma, £10m Bernardo and £6m Florin Andone have also come through the door at the AMEX.
