This is because Riquelme is currently only a candidate for the Real Madrid presidency and has no official affiliation with Real Madrid or any other club in the world.

News broke in the past few hours that Man City is considering legal action against Riquelme. Riquelme had previously stated publicly that, if he is elected Real Madrid president this Sunday, Haaland will play for Real Madrid.
However, according to information confirmed by Mundo Deportivo, Man City cannot currently take action against this person, who remains a candidate, because he is not officially associated with Real Madrid or any other club. Man City can only take action against him if Riquelme is elected president by Real Madrid members for the next 4 years this Sunday. Only in that case, if he officially becomes Real Madrid president and continues to make such statements, can Man City take legal action, as this would violate relevant FIFA regulations.
The relevant regulations are set out in the section of FIFA's Regulations on the Status and Transfer of Players concerning the stability of contracts between professional players and clubs. Article 18 states: "If a club wishes to sign a professional player, it must first inform the player's current club in writing before commencing negotiations with the player."
The article also states: "If a professional player's contract with his current club has expired, or will expire within 6 months, he is free to sign with another club. Any violation of this regulation will be subject to appropriate sanctions." Therefore, Man City can only file a complaint with FIFA if Riquelme is elected Real Madrid president.
