Amanda Staveley says her consortium would invest heavily in Newcastle United's infracture.
Staveley, who is waiting patiently for the result of Mike Ashley's legal fight along with the Reuben brothers and Saudi Arabia's Public Investment Fund, said the consortium are eager to get started.
Staveley, speaking to Tyne Tees, said: "I know that we will take our time.
"We don't expect.
"We will be inheriting a club, and we need to make the right decisions with the right people.
"What I do know is we are going to invest heavily into, not only players but the Academy, the grounds, the infrastructure and the surrounding areas."
Staveley also said fans would get a say in what changes at Newcastle.
She added: "Every single part of the club will be looked at and developed.
"We'll make sure that the decisions we make, the fans are a part of those decisions.
"I can't say any more than that because we are in such an extraordinary time in football.
"We don't even have fans in the stadium, so getting the doors open will be an exciting point as well."
