Arteta has already signed Declan Rice and Kai Havertz this summer for a combined fee of £170million, though with the ongoing uncertainty surrounding Thomas Partey's future at the club, replacements are being sounded out.
Luiz, who is valued at £25million by CIES Football Observatory, helped Villa return to European football for the first time since 2010 last season following Unai Emery's superb turnaround at the club.
