The striker's 12th goal of the season was enough to snatch a dramatic victory at Stadio Renato Dall'Ara, where the Nerazzurri missed the chance to regain their three-point cushion over second-place Napoli.
Simone Inzaghi's side were once again looking to pull clear of the Partenopei, who beat Monza on Saturday, but Carlos Augusto sent a free header wide in the fourth minute.
Dan Ndoye - a scorer of five goals in Bologna's last four league games - shot narrowly wide at the other end, while Benjamin Dominguez was also marginally off target after the break.
The contest appeared to be heading for a stalemate until stoppage time when Juan Miranda's long throw was flicked on into the area, and Orsolini's bicycle kick snatched all three points for the hosts.
