According to MilanNews.it, Andrea Kostić's return to Milan has impacted the Rossoneri's remaining transfer slots.
To understand how much room Milan has left in the transfer market, reference must be made to Official Communiqué No. 240/A issued by the Italian Football Federation (FIGC) on May 27, 2026. In this communiqué, the FIGC clarified the registration criteria for non-EU players for the 2026/27 season. The Rossoneri fall under the scenario outlined in Article A of Communiqué 240/A, meaning that as of June 28, 2026, the team has more than two professional players officially registered in Serie A who are not from an EU or EEA country.
According to the regulations for such teams, the FIGC allows them to register a maximum of two new non-EU players from overseas during the season. The rules also state that one of these players must meet national team-related conditions: either having been included in their national team's official match squad at various levels at least twice within the 12 months prior to the registration application, or having participated in at least 5 official national team matches in their career.
Kostić has therefore taken up the first of the allowed slots, and Milan can now register only one more non-EU player from overseas. Importantly, non-EU players already registered in Italy, such as those joining from another Serie A club, do not occupy these slots.
Furthermore, Article G of the communiqué also provides additional exemptions. The FIGC stipulates that in addition to the aforementioned slots, Serie A clubs can register one British player and one Albanian player from overseas, and neither of these signings is subject to the ordinary non-EU slot restrictions.
Overall, after Kostić's arrival, Milan's situation for the 2026/27 season is as follows: they can register one more non-EU player from overseas, such as Dario Osorio, and can also sign one British player and one Albanian player through the respective exemptions.
