Ryan Sessegnon has told Fulham he will not sign a new deal with the Championship club.
The 19-year-old has told the west London side that he wants to move to Tottenham instead.
Paris Saint-Germain and Manchester United are also reportedly interested in the defender who struggled in his debut Premier League season in the 2018-19 campaign.
According to the Guardian, he wants to join Spurs because he thinks he would thrive under Tottenham manager Mauricio Pochettino.
The Argentine coach wants the deal to be completed by July 8 which is when Spurs will report for pre-season training.
Fulham are understood want £45million for the teenager but Daniel Levy is not prepared to pay more than £25m.
Spurs believe the Cottagers will be reluctant to let go of Sessegnon for in 12 months' time.
Sessegnon has made over 100 league appearances for Fulham, including 35 in the Premier League last season in which his side were relegated.
