With no seedings or country protection it's possible for Arsenal and Chelsea to clash in the round of 16.

Best case scenario
Chelsea:
Blues would be confident facing Benfica having won against the Portuguese side in all three of their encounters in the Champions League.
Arsenal:
The Gunners would be lucky to get Villarreal who are presently 18th in La Liga and have failed to win against the North London side previously on four occasions (2 wins 2 draws).
Worst case scenario
London sides clashing would most likely be the worst case scenario at this stage of the tournament. Firstly it means no European trip for fans and secondly it means hopes of an English side winning the Europa League are pinned on one team.
The biggest threat to both sides would come from Napoli who entered the Europa League tournament after being knocked out in the Champions League group stage. The Italian side are currently second to Serie A leaders Juventus and secured a dominant win in both Europa League last 32 legs against Zurich.
