Refereeing Committee: Cancelo touched ball first, no foul on Budimir

On Tuesday, the Referee Technical Committee confirmed that the referee's decision in the Barcelona vs. Osasuna match was correct, and the decision not to intervene by VAR was also correct.

In the 6th minute of the match, Cancelo's shoe collided with Budimir's in a scramble in the penalty area. At first glance, especially in still screenshots, Cancelo's action of kicking Budimir's instep seemed like a clear penalty.

The Referee Technical Committee published a detailed analysis in its "Review Time" column, which focused on the order of events in the high-speed scramble and who touched the ball first: "The away team player (Cancelo) touched the ball first and clearly completed control of the ball. Then the home team player actively bumped into him."

"In the scramble, attention should be paid to who legally controls the ball and the order of subsequent contact. When a player cleanly touches the ball, and the contact is caused by the opponent's action, the former cannot be penalised for a foul. This is not a penalty because the Barcelona defender touched the ball first and was then hit by the Osasuna attacking player."
